Juju Openstack - manual modifications to code are overwritten
A hacked up approach would be to make the changes in
/var/lib/juju/agents/unit-charmname-unitnumber/charm/
This way the hooks wont overwrite your changes.

Could not able start the instance which in "error" state

worked for me.
After I typed this command, I received
Request to reboot Server ( Server:Instance_Name) has been accepted.
My instance started running back then.

There is no built-in facility for this. You could disable juju by stopping daemons, deleting files, etc (standard Unix things).
