you can install ubuntu without using updates and after installation change mirrors in /etc/apt/sources.list or update-manager and you can use update-locale and locale-gen fr_FR fr_FR.UTF-8 as expemple to change your settings.
This was fixed by adding the key which was used to sign the local mirror repository to /usr/share/keyrings in the ram image which was used for booting the machine for pxe installations
If you only have terminal, you have to manually edit your /etc/apt/sources.list file. There's no other way unfortunately to do this. You'll have to replace the domain names in the sources.list of the current mirror with whatever mirror you wish to use.
