The 'post release updates' will install Catalyst 11.9 which is the latest version while the 'ATI/AMD proprietary FGLRX graphics driver' will install Catalyst 11.8 which was the driver at the freeze stage of 11.10 development

I started with a clean 12.10 install (not an upgrade)
My card is a Radeon HD 5450
First thing I done was to install Linux-source and Linux headers
sudo apt-get install linux-source
sudo apt-get install linux-headers-generic
I noticed that many with Nvidia cards were having to do this and am sure I saw mentioned some-where that it also helped ATI users.

I believe Unity requires 3D graphics. So if there is an open driver that can do that, you don't require proprietary drivers.
Looking a the status of the FLOSS nouveau drivers, currently you probably would need the proprietary drivers for NVIDIA, however, they are working on the necessary features.

EDIT: Old solution (valid from April to August 2012)
The solution described in this answer is based on ATI drivers v12.4 +patch.
Now, since August 2012, ATI drivers v12.6 are available, the way to install these drivers is described in the answer below.

Try to completely remove your ATI drivers from your system:
sudo apt-get purge fglrx*
Remove your xorg.conf
sudo rm /etc/X11/xorg.conf
Reinstall xorg completely
sudo apt-get install --reinstall xserver-xorg-core libgl1-mesa-glx:i386 libgl1-mesa-dri:i386 libgl1-mesa-glx:amd64 libgl1-mesa-dri:amd64

The new 12.1 are 100% working on both my mobility and desktop ATI card but only if the dependencies listed below are installed first (i.e. don't download off the installer and try to execute it otherwise it breaks gnome 3). To properly install 12.1, type the following in terminal:

The fglrx package, contains the driver version available at distro release.
The fglrx-updates package, contains the newest driver version packaged for Ubuntu.
The AMD website download, provides the newest driver released.

System -> Preferences -> Monitors gives you a useful graphical interface to easily set this up. This works very well for me using the open source ATI drivers. I doubt you will encounter any great problems (using a fairly mainstream graphics card). If you're using proprietary drivers you may need to use the vender's own tool, e.g. the Nvidia config utility.

Try the following:
Type the following in to a terminal:
dconf reset -f /org/compiz/
then
setsid unity
If this is an issue with Unity settings that will reset your config to default.

I finally got Unity back at a normal resolution with compiz working as usual (apparently). It doesn't feel as snappier as before, but at least I can work with it.

Press Ctrl+shift+F1 and type this command after you logged in to the system
sudo apt-get remove fglrx-*
sudo sh /usr/share/ati/fglrx-uninstall.sh
It will remove the drivers that you have just installed, they are not compatible with the new version of the X server and will break Unity when you install them.

Solution in 12.04LTS is then:
Uninstall ATI driver
$ sudo sh /usr/share/ati/fglrx-uninstall.sh (if file is existing)

Install free driver

WebGL on Google Chrome, it is available BUT not on Linux, actually there's a lot of questions regarding this in Google groups and the Chromium issue tracker. This happens in both x86 and x86-64 versions.

As I have found out (4850 here), you can't via any method install fglrx-legacy on stock ubuntu 12.10, even if you use catalyst 12.6 which supports our cards, because the x server that 12.10 uses (1.13) is not supported by catalyst 12.6 or older.
