install cheese from software center or synatic or plug-in your webcam & run this command in terminal


Or if you have ffmpeg installed then you can use this command

ffplay -f v4l2 -i /dev/video0

In addition to jahid65's answer, if the webcam is plugged into a usb 3.0 socket try using a usb 2.0 socket(or vice versa). This got it working for me.
