The netbook-launcher package is no longer relevant with Unity replacing it.

netbook-launcher package

I'm not sure what they're doing now-a-days, with the netbook-launcher package, but if it's anything like the kubuntu-netbook package all you have to do in install it, then log out. When you're going to log-in at the bottom of the screen should be a menubox that you can select your desktop environment in. In there there should be a netbook, or a gnome-netbook option. Select that and log in, then you're done. It should automatically save your last selection as the default.
