When I try to install liblog4cxx10-dev I get the error: liblog4cxx10-dev: Depends: libapr1-dev but it is not going to be installed

What does that mean and how do I fix it?

This tends to indicate that there's a package that can't be installed. Sounds like I'm stating the obvious but if you run apt-cache policy libapr1-dev you should see something like this:

libapr1-dev:
  Installed: (none)
  Candidate: 1.4.5-1
  Version table:
     1.4.5-1 0
        500 http://gb.archive.ubuntu.com/ubuntu/ oneiric/main amd64 Packages

If the version table is empty, one of your repositories isn't hosting the package like it should. Double check by running a sudo apt-get update and then try it again.

If that doesn't work you should probably consider changing to a different mirror. The package should be on there but it isn't.
