Yes - I think it's a bug in 11.10. The below suggestions didn't help. – Praveen Sripati Feb 29 at 13:11

it is quite unintuitive (for me) but quite easy to have different settings for battery and for AC in 11.10.

Plug your laptop in, go to system settings -> screen and then adjust the brightness to how bright you want your screen when running on AC. Close that window.

Now unplug your laptop so you are running just on battery. Go to the same place again and adjust the same slider to however bright you want your screen when you are running on battery.

That's it. To test unplug your laptop wait a second for the screen to adjust to the new setting. Then plug it back in and wait for it to adjust.

If like my laptop your laptop has some FN+ a certain key to adjust your brightness those should work as well. Again, while you are plugged in, they keys adjust the brightness setting for when you are plugged in. While you are unplugged, they adjust the brightness setting for when you are running on battery.
