Using a DELL tower 5150 with ATI Radeon integrated graphics. The desktop is not usable as the screen is covered in a crosshatch pattern. It is as if I am looking through a window screen. Occasionally it will boot fine with a perfect display but many times, even with repeated boots I get the crosshatched screen.

There is no video problem using Windows7 so I think there isn't any failing hardware.

I'm new to Ubuntu but an comfortable using the terminal. Any suggestions ?

What version of Ubuntu are you using?, i suggest switch to Unity 2D from the PPA to solve the problem.
