When trying to add a repository using the command sudo add-apt-repository ppa:xorg-edgers/ppa the command just hangs after I type in my password, and then after a couple of minutes gives me the message:

Cannot add PPA: ppa:xorg-edgers/ppa Please check the PPA name or format is correct

I have a system-wide proxy set, and apt-get is able to access the repositories.

I tried adding a 95proxies to /etc/apt/apt-conf.d/. with the proxies specified there, as per the first answer in this question: How do I set systemwide proxy servers in Xubuntu, Lubuntu or Ubuntu Studio?

When I ctrl-c the add-apt-repositories command I get a whole bunch of pythonic looking error messages about sock.connect and http/client.py so it looks like some sort of network problem is holding it up. I'm guessing it's because the IT department here have blocked the port that it's trying to connect on. Is there any way to get apt to use port 80?
