What is the easiest way to update my Ubuntu on my offline PC? It is not permitted to connect to internet, but I can transfer files to it with a USB stick.

I think you are looking for this: How can I install software offline?.

Press CTRL+F after opening that link and look for the entry: "An USB repository", with that you will have a big repo with applications to update on the computer :)
