We've an allow-recursion statement for our primary name server.

allow-recursion {localnets; 192.168.100.0/24;};

If you setup vlan's do you need to add each subnet address, or will "localnets" cover them?

Skip it guys, my bad. This isn't really Ubuntu specific. This link suggests that unix.stackexchange.com is a better fit.
