I have an AMD Radeon HD 4000 series graphics card in my computer which is running Ubuntu 13.04. My system is overheating and sometimes shuts down automatically because of the overheating.

What is the solution for it as the fglrx driver is not supported due to an updated xorg? Do I need to go back to Ubuntu 12.04 or any other operating systems that support these cards, or is there a way that I can use the proprietary graphics card driver for my graphics card in Ubuntu 13.04?

You can try as mentioned here by downgrading xorg - launchpad.net/~makson96/+archive/fglrx –  Web-E Nov 11 '13 at 5:16
