After upgrading Ubuntu (mistake #1 for every problem I've ever had) I now have serious issues with Cinnamon.

No matter what setting I change it never actually does anything. I set my taskbar to be at the top of the screen and leave the window and it's back to the regular settings.

No settings save, I've reinstalled cinnamon a million different times.

Using Ubuntu 13.10

Perhaps their is a config file that is not writeable?

Edit: Worth noting I've tried deleting .cinnamon
