I have occasionally not been able to install/update and the computer complains about something running apt-get, but there is nothing running (I have checked the system monitor to see whether or not there is anything like synaptic/aptitude running and there is nothing that it says is running.) --Sam Mercier

Did you check for dpkg? There are a number of individual pieces. Also, if apt crashed hard, it might have left a lockfile hanging around.

ok I think it was just some random problem and I can't get it to happen and it hasn't happened since I posted thank you though. – Sam Mercier Apr 22 '11 at 14:46

Two more programs to watch for: Update Manager (update-manager) and Ubuntu Software Center (software-center).
