You can delete the lock file with the following command:

sudo rm /var/lib/apt/lists/lock

You may also need to delete the lock file in the cache directory

sudo rm /var/cache/apt/archives/lock

In my specific case I removed the lock here -> sudo rm /var/lib/dpkg/lock - after lock removed it was able to install -> sudo apt-get install libxml2-dev – B4NZ41 Mar 31 at 10:03
