ubuntu machine doesnt detect 2nd graphics PCI card

i am running ubuntu 12.04 on a intel 64 arch.

i am trying to configure machine to display across 4 monitors (non-mirrored images) i have 2 nvidia msi 210 pci cards installed, each card having 2 dvi outputs. a total of 4 monitors are connected.

only 2 of the 4 total monitors is displaying the desktop the 2nd graphics card does not appear connected and i can not figure out how to enable it.

but it appears my machine can see the second card, just not in the gui when i run nvidia-settings

my xrandr output is
