I got to Application Menu -> Settings -> Settings Manager -> Window Manager or Window Manager Tweaks and both GUIs are blank. Nothing pops up for me to adjust anything. I'm running Xubuntu 12.04 64-bit.

I don't understand. Development version of Ubuntu? The window manager and window manager tweaks are in the default Xubuntu settings. they are not part of some third-party ppa or something like that so I don't see how this is off-topic. –  Jason Smith Sep 7 '13 at 14:39
    
The idea behind the closure was that this should instead be a bug report. I'm not so sure that's the case. That the window is completely blank involves a bug but I think there's reason to believe the underlying cause may not be a bug. I think this was hastily closed. –  Eliah Kagan Sep 8 '13 at 18:26
    
Are you using compiz on top of xubuntu (how did you get those fancy window decorations)? –  Mateo_ Sep 8 '13 at 20:58
    
The fancy window decorations come from an emerald theme and yes I have compiz on top of xubuntu. –  Jason Smith Sep 9 '13 at 12:42
