I am using Ubuntu 13.04 and made a WiFi hotspot from the network setting to share my wired internet connection over WiFi to my Android Jelly Bean tablet.

It is getting connected to the WiFi hotspot (WEP security) but there's no internet access on my tablet even though IP forwarding is enabled permanently in my Ubuntu 13.04.

Your internet connection might have mac address filtering; don't use IP forwarding, instead have Ubuntu host it's own subnet. –  virtualxtc Jan 15 at 7:15
