I am planning to buy a used Galaxy Nexus for the sole purpose of trying to install Ubuntu on it, following https://wiki.ubuntu.com/Touch/Install

What I want to know is whether or not I can buy literally any used phone, regardless of which cellular network it's locked to and then use it on any other cellular network.

In other words, is the lock placed by the cellular operator to restrict the use of the phone on their network only something that is just part of the phone (somehow) or will installing Ubuntu have the added happy side effect of unlocking the phone?
