I'm using ubuntu 13.10, and have an issue with the Ubuntu Software Center, namely, it refuses to open. I have tried updating it and reinstalling it via terminal, however it still won't work. Also, when I try to install via download, it does not come up as a program to use to open the file, even when downloaded from a ubuntu like for software center.

Ubuntu 13.10 "Saucy Salamander" is still in development and so off topic here. You may want to ask on Ubuntu Forums: Ubuntu+1 –  Warren Hill Jul 16 '13 at 18:34

13.10 is in development I suggest your post your questions here development talk

This is where development is discussed for 13.10.

You can search and see if anyone else is having the same issue as you are if you do not see the same issue then start a thread of your own.

If you are running 13.10 on a production machine I recommend 12.04LTS for stability or 13.04 for the newest features.

Just try to run it in the terminal window and report what is returned on the console. Enter on command line
