When I install a program, I see this error:

./version_stamp_writer.pl 081912 >write_version_stamp.f90
/bin/sh: 1: ./version_stamp_writer.pl: Permission denied
./version_stamp_writer.pl 081912 >write_version_stamp.f90
/bin/sh: 1: ./version_stamp_writer.pl: Permission denied
make: *** [write_version_stamp.f90] Error 126

What is this error, and how do I fix it?
