I would like to put the top panel on the bottom of the screen like it is in Gnome. Is this possible?

as far as i'm aware, it isn't currently possible, short of editing the source code (and my guess is that a lot of things probably assume it is at the top at the moment, so you'd probably have to edit more than just a couple of lines)

i'd like to be proven wrong on this though

Right click on it > Properties. Under General tab, change the Orientation to Bottom.
