I am in the process of upgrading from Ubuntu 11.04 to 11.10 , but I've experienced the same error for the second time now after trying to upgrade for a second time.

I used the Update Manager program to first update all my packages. After this is complete I begin the Ubuntu upgrade process which stalls at the following point in the terminal:

installing new version of config file /etc/init.d/postgresql

The screen flickers continuously as if the update program is stuck in an infinite loop. I waited for over 30 minutes at this step to make sure but there was no progress.

Anyone know what my issue may be?

First thing to do is look at every log file you can think of. PostgreSQL logs, any upgrade/install log being written by the updater (see docs, google to find it if it isn't in /var/log; could be in /tmp or /root), syslog, etc. check 'top' to see if there's anything doing lots of work. –  Craig Ringer May 25 '13 at 4:01
