At the moment I'm trying to setup a vsftpd server on 12.04 to allow users to login/download files via ftps to aid testing during some development work.

When I attempt to connect using FileZilla in Windows I get a connection refused error:

Connection attempt failed with "ECONNREFUSED - Connection refused by server"

When I run the command sudo vsftpd via the command line, I don't get any error messages. My /etc/vsftpd.config file is as follows:

listen=YES
anonymous_enable=YES
dirmessage_enable=YES
use_localtime=YES
xferlog_enable=YES
connect_from_port_20=YES
secure_chroot_dir=/var/run/vsftpd/empty
pam_service_name=vsftpd
rsa_cert_file=/etc/vsftpd.pem
ssl_enable=YES
allow_anon_ssl=NO
force_local_data_ssl=NO
force_local_logins_ssl=NO
ssl_tlsv1=YES
ssl_sslv2=YES
ssl_sslv3=YES

With the /etc/vsftpd.pem file created using the OpenSSL command:

sudo openssl req -x509 -nodes -days 365 -newkey rsa:1023 -keyout vsftpd.pem -out vsftpd.pem

The user I'm attempted to login with is the "sftpuser" (used for both sftp and ftps testing) their home directory is under /home/sftpuser with the following permission:

drwx------ 4 sftpuser sftpuser 4.0K May 20 08:27 sftpuser

I should add that sftp works without any issues, within FileZilla I'm just swapping the host url from "sftp://MY_IP" to "ftps://MY_IP" so I know the password is correct for the user.
