I just downloaded 13.04 amd64.iso and installed on USB with LinuxLive. When booting I get message

cannot find /casper/vmlinux

I inserted vmlinux manually into iso. Now when nearly booted, I get terminal window which stops at ...

(initramfs) Unable to find a medium containing a live file system

Needless to say, I am not very impressed with Ubuntu.

How do I get a version 13.0 amd64.iso that works?

Well first thing you can do is check the MD5SUM of the ISO, and then try creating a bootable USB using UNetbootin

For more information on installing Ubuntu, you may want to take a look at Install Ubuntu 13.04

Make sure your USB disk is not plugged into a USB 3.0 port and make sure the md5sum on your iso image is correct. Here is the link for the md5sum: https://help.ubuntu.com/community/HowToMD5SUM.
