Before I get to the login screen Ubuntu 13.04 asks for a password, and only then I see the users login screen. I'd like to get rid of the first password.

I have only ever seen one password asked for in any version of Ubuntu. Are you sure Ubuntu is asking for this or could it be the BIOS that is asking for the password? –  Warren Hill May 10 '13 at 9:16
