If I want to connect to a new wireless network (i.e. one that just started or just came in range) I have to restart Ubuntu to get it to detect it. Any ideas? Note that other networks are visible, just not the new ones.

~$ rfkill list 
0: phy0: Wireless LAN
    Soft blocked: no
    Hard blocked: no
1: hp-wifi: Wireless LAN
    Soft blocked: no
    Hard blocked: no
