That's really good - as in hard to answer - question. However, probably this isn't good forum to reach developers.

Major possible reasons I could figure out:

  • People report too many stupid bug reports ("Why it's not doing X", "My mouse isn't working" etc.). Random tickets do not support this.
  • Developers are not using bugzilla actively, but (hopefully) they are using some other system. Looks like they are using bugzilla, and I couldn't find what else they could be using.
  • Developers are not closing or processing invalid tickets, even when they are processing others. If that's the case, it may be good idea to volunteer to help with ticket handling.

StackExchange sites are not a forum and in theory you should just flag such questions so a moderator can take care of it. If you really want to explain the user that it is not right what he does then you should do so in a comment. – Octavian Damiean Feb 27 '11 at 16:26
@Octavian Damiean: as we both know, you are free to flag it. If moderator (or enough high reputation users) decide to close it, it'll be closed. If not, here is my answer. – Olli Feb 27 '11 at 16:28
@Jorge Castro: I updated my answer, I meant that list to be possible reasons, not necessarily facts. – Olli Feb 27 '11 at 16:30
