I've tried the suggestions in Network manager indicator missing (and rebooted), but I still don't have a Network Manager indicator.

How can I diagnose the problem?

For what it's worth, I'm using "Gnome classic (no effects)" (therefore I did not use "the Dash", whatever on Earth that is, to add the nm-applet to my startup apps; I just used the Startup Applications... dialog from the session menu).

Also, I cannot find the entry nm-applet under org > gnome in dconf-editor.
