I am working on installing Ubuntu onto a chrome book.

I have working wifi using a desktop, an AT&T USB 4G device and a router. I connect to the 4g on the desktop and connect to the LAN on the router.
I run ICS(internet connection sharing) on the desktop so any one can connect to wifi and have internet. With this setup the device connected to wifi must use a static ip-address with the gateway set to my desktop rather then the router.
I have had no problems with is on any device other then the chrome book. The chrome book will not allow me to set a static ip and connect with ChromeOS. I would like to install Ubuntu on the chrome book and use static ip as well as local applications.
I have researched into installing Ubuntu on chromebook but it would seem that they require an internet connection on the chrome book to download the Ubuntu files. I could download anything on other computers and transfer via flash drive.
Is there a way I could install Ubuntu on the chrome book without having a internet connection during the installation process?
