No, there is no need to partition a drive before we install or re-install Ubuntu in an uncomlicted default setting. The installer will take care of this for you.

Which option is best for you depends entirely on the reasons you have for reinstalling, and also on your machine's further setup, e.g. you may not want to choose "Erase.." in case you are dual-booting another OS.
In general the swap partition will be used by the new installation and unless we need to resize it there will be no need to delete it.
