You should ask the web hoster since it probably depends on what you want to pay for it. BTW. this has nothing to do with a Ubuntu in itself; torrent servers can be hosted on any OS. – Rinzwind Jan 21 at 14:11

Sure. If you want to pick your own operating system you will need a dedicated server, or at least a virtual private server (VPS).

You can find budget VPS providers on Low End Box. Make sure torrents are allowed in their AUP/TOS, and that they support Ubuntu in whatever version you wish to use. Ask before ordering when in doubt.

As dedicated servers go, OVH has a line of inexpensive machines called Kimsufi. It's a popular choice for seedboxes.

With root access, you can set up whatever torrent (rTorrent, perhaps also ruTorrent for convenience) and web (nginx and whatever stack you need) services you choose.

Note that all those offers come with a transfer limit. Those limits are usually comfortably high but it is possible to exceed them when seeding popular, fresh content. When the new Ubuntu drops, or one of those opensource movies, traffic can get heavy. Install vnstat and keep an eye on it.
