Welcome to Ask Ubuntu! How did you set up phpMyAdmin? Did you install the regular Ubuntu package for it? E.g. sudo apt-get install phpmyadmin? Did you select the option to configure your web server with it? Have you configured your web server that might prevent access to the /phpmyadmin URI (e.g. virtual hosting)? – gertvdijk Jan 16 '13 at 13:38

401 or 404? Are you sure, you've phpmyadmin?

If you've phpmyadmin, try to reconfigure with this

sudo dpkg-reconfigure phpmyadmin
