I am using ubuntu 12.04 and I want to take advantage of the new features and improvements in the newer disk utility found in 12.10 that is now known as "disks". Is it possible to replace disk utility for its later version without upgrading entirely? If so, how would this be done?

the latest build is found here launchpad.net/ubuntu/+source/gnome-disk-utility find the most stable release, download and install. I cannot be sure of the dependencies that may be required but you can give it a try – Ringtail Nov 29 '12 at 6:13
