Which phone can I buy now to be sure ubuntu 13.04 will work on it? will it be prepared for LTE?

Ubuntu is a desktop OS, This means that Phones do not generally run Ubuntu. Theoretically yes Ubuntu could be run on phones using the same display however it would be impractical to use the phone in that way.
There is also Ubuntu For Android, which is an app that allows Ubuntu to run when connected to an external screen, thus turning your phone into a Ubuntu Desktop.
For this I recommend Quad-core processor (Least a Dual-Core), and an HDMI mini out. I've heard the Motorola Atrix works well with Ubuntu for Android. But I do not know personally.
