I have followed all the instructions on https://help.ubuntu.com/community/PackageManagerTroubleshootingProcedure and I am still having broken packages and I can't sudo apt-get install anything. I also have problems with partial upgrades and nothing I am doing seems to fix anything at all. I don't know any other solution that might work besides re-installing Ubuntu on my machine. Any help?

@user1610406 Open a terminal give these two commands sudo apt-get update & sudo apt-get dist-upgrade and post the output here. Edit your question and add the output. – NikTh Nov 20 '12 at 19:33
