ubuntu lucid hosts options spawn command

Question

I am trying to get a logger job to run if I have a login from machines I don't want to allow in. I have put such a command in my hosts.allow file, and the documentation with ubuntu lucid says to use spawn to start the job, but spawn is not in the release, and I cannot find it anywhere
