I cannot open update manger. I get an error message:

E:Encountered a section with no Package: header, 
E:Problem with MergeList /var/lib/apt/lists/archive.canonical.com_ubuntu_dists_precise_partner_binary-i386_Packages, 
E:The package lists or status file could not be parsed or opened.

What's the best way around this?

I had the same problem.I installed synaptic package manager, then used it to uninstall & reinstall update manager which fixed the issue for me. Hope it helps you too!
