I'm using Xubuntu 12.04, I tried receiving both through IRSSI and xchat, but neither can accept DCC send, they're just stuck on 'connecting' and are unable to receive the transfer.

Any ideas?

Did you forward a port through your router, for DCC? Also, are you only unable to receive files, or are you also able to send them? Also, if possible, please tell us if this problem occurs when you try to send or receive to/from a different source/destination machine (i.e., where the other person is different). – Eliah Kagan Oct 9 '12 at 6:23
