I'm having some problems to install SpatiaLite 3 on Ubuntu 12.04, those are the steps to I did:

1) sudo apt-get install libsqlite3-dev libgeos-dev

2) libspatialite-3.0.0-stable$ ./configure

Do you have the geos-devel package installed?

Posting in that usergroup may be more beneficial for such a specific package vs such a general user group here. –  Nate Sep 19 '12 at 16:08

Install libproj-dev Install libproj-dev; it will solve the problem.

sudo apt-get update
sudo apt-get install libproj-dev
