You want to use a Gtk.MessageDialog.

Example:

md = gtk.MessageDialog(self, 
    gtk.DIALOG_DESTROY_WITH_PARENT, gtk.MESSAGE_INFO, 
    gtk.BUTTONS_CLOSE, "Download completed")
md.run()
