Cannot update using Update manager because “Package operation failed”

Question

The system says I have 17 packages downloaded but not installed. Whenever I try to update it using the Update manager, it tries to update it but ends up in the error

Package operation failed. The installation or removal of a package failed

It seems to be HDD failure (I/O error). Check your disks first, then do a sudo apt-get clean && sudo apt-get update && sudo apt-get upgrade.
