I just upgraded to 12.04 Ubuntu and I have this problem. This is my rfkill list all output:

You should have a switch around your computer somewhere, for that's what Hard blocked stands for: Blocked hardware-wise. What is the make and model of your computer? –  Wolter Hellmund May 1 '12 at 20:25
